The 3,000 inhabitants of Aukra, a municipality situated on the tiny island of Gossa off Norway's west coast are grappling with a pressing dilemma: how to spend their share of the money generated by the nation's vast energy exports.
The issue has been thrust on Aukra by the construction of a huge gas terminal in the municipality, which will from 2007 serve as the hub for exports to the UK from Norway's offshore Ormen Lange field.
